Abstract

Semarang Regency has considerable tourism potential with a variety of natural, cultural, and historical attractions. However, the region also faces a high level of disaster risk, particularly floods and landslides. This study aims to: (1) analyze the distribution of attractions, amenities, accessibility, and ancillary facilities as the basis for developing inclusive and sustainable tourism destinations; (2) identify areas with high tourism potential and disaster risk, particularly landslides, and formulate mitigation strategies to reduce the vulnerability of tourists and tourism industry actors; and (3) provide policy recommendations to local governments, tourism stakeholders, and the Regional Disaster Management Agency (BPBD) so that tourism development considers safety, sustainability, and integration with disaster mitigation systems. The method used is a mixed method, combining qualitative and quantitative approaches through spatial analysis with overlay, isochrone, and kernel density estimation (KDE) techniques to map the distribution of tourist attractions and disaster-prone areas. The results show that the integration of tourism and disaster data can provide insights into zoning priorities, evacuation routes, and the potential for developing disaster-safe tourism. These findings are expected to serve as a foundation for sustainable, safe, and disaster-resilient tourism development planning.
