Abstract

Semarang Regency is one of the regions in Central Java Province that has great potential in renewable resources; however, their utilization has not yet been optimized by either the local government or the community. This condition highlights the importance of applying green economy principles that are not only oriented toward improving community welfare but also toward environmental preservation. To accelerate the transition toward a green and low-carbon economic system, strategic actions are required through integrated policies between the central and local governments so that resource management can operate optimally, sustainably, and provide tangible benefits to society. This study aims to formulate an appropriate green economy implementation strategy for Semarang Regency while contributing to sustainable development at both provincial and national levels. The study employs a descriptive-analytical method with a qualitative approach, involving literature review, secondary data analysis, and interviews with relevant stakeholders. This approach was chosen to produce comprehensive, applicable, and policy-aligned recommendations. The results show that Semarang Regency has significant potential in renewable energy, sustainable agriculture, green tourism, and environmentally friendly MSMEs. However, its utilization is still constrained by limited green financing, technological gaps, and low public awareness. As a follow-up, the recommended strategies include the development of green infrastructure, utilization of bioethanol, application of renewable energy in the industrial sector, provision of incentives for electric vehicles, promotion of organic agriculture and permaculture, and strengthening of ecotourism. These strategies are expected to serve as the basis for policies that accelerate the transition of Semarang Regency toward a sustainable green economy while supporting the achievement of the national Sustainable Development Goals (SDGs).
