Abstract

The development of horticultural agribusiness in Semarang Regency still faces structural challenges, particularly in terms of weak local institutions and suboptimal collaboration between key development actors. Cabbage commodity as one of the leading products shows low marketing efficiency due to the long distribution chain and the dominance of intermediaries. This condition has an impact on the low income of farmers and limited access to fair and transparent markets. This research uses a descriptive qualitative approach with a case study method. The results of this study show that the direct marketing channel between farmers and consumers is an efficient channel, but there is no dominant practice due to the lack of institutional support such as cooperatives. Collaboration based on the Penta Helix model involving government, academia, community, private sector, and media has begun to build, but has not been coordinated systematically. Therefore, strategies to strengthen local institutions and integrate cross-sector actors are urgently needed to improve the agribusiness system. Regional policy support, technology training, and sustainable monitoring mechanisms are also needed so that agribusiness development can provide more equitable economic benefits, improve farmers' bargaining position, and encourage inclusive and sustainable rural economic growth.
